With the combined revenues of the empire and the kingdom of Sicily he became the most powerful ruler in the Mediterranean and Europe. He also extracted a tribute from the Byzantine Empire. He gave the Duchy of Spoleto and territories in northern central Italy to two of his friends to secure his position in Italy. He managed to persuade the Diet to accept his proposal to make the imperial crown hereditary.
