If the cap is left off the fluid will come out when you step on the brakes. Not only that but since brake fluid is hygroscopic it absorbs moisture from the air and introduces it into the brake system. When the air gets into the brake system over time it can corrode the brake lines, abs modulator, etc.. Personally I wouldn't pay them anything and I'd make them fix it for free. I'd ask to take to the service manager then the general manager and then the owner of the dealership. if I had to. If your state has an agency that regulates repair shops in your state I'd file a complaint with them. Here in CA if a problem occurs you can complain to the consumer affairs auto repair division and they will contact the shop and ask for records etc.. and act on your behalf to get the problem fixed
