Vinegar is acetic acid, Baking soda is sodium bicarbonate. When these two are mixed, an acid-base neutralization reaction takes place with the evolution of Carbon dioxide gas (as bubbles).

Baking soda (NaHCO3) reacts with the acetic acid (C2H4O2) which makes up 5% of white vinegar (The other 95% is water) to form carbon dioxide gas (CO2), water (H2O) and sodium acetate (NaC2H3O2), which is the white powder left at the bottom of the solution.
Thus, the equation is: NaHCO3 + C2H4O2 --> NaC2H3O2 + CO2 + H2O.

The more vinegar to baking soda, the better. I only tested up to 1 part baking soda/5 parts vinegar. Also, add the baking soda to the vinegar, not the other way around.
