I have a 2002 Prius and ran out of gas. The car gave several warning lights, shuddered from the loss of power, then the computer switched to full battery power. I drive it another 3 miles at 60 mph to a gas station. After filling the tank, the warning lights went away and the car has had no ill effects from the experience.

Often cars that get the best gas mileage, are cars that are hybrids, can run on both gas or electric, or cars that run on mainly ethanol. I would suggest looking up online which cars, that can be in your price range, will get the best gas mileage to your liking.

The Toyota Prius has electric AC, the gasoline engine will only run at idle with the ac when the battery drops below 50 %. The power steering is also electric. The same is also true for the Ford Escape hybrid. When you run the air conditioning, the gas engine will run until the a/c is fully charged then it will run off battery power. The downside of this is that you are deep cycling the batteries and shortening the life.
No hydrogen is not available widely enough and is unstable. The Prius is a hybrid meaning it uses both gas and electricity. It gets electricity from breaking, which then goes back into powering the car. It's pretty cool stuff. The only car that is currently being looked at for production is the Honda FCX.
