The gravitational pull of the earth is pretty much the same anywhere between the poles and the equator creating a centripetal force pulling things in towards the earth.. However, the rotation of the planet results in an outward centrifugal force pushing things away from the earth. This force is greatest at the equator.

Even though the gravitational pull is the same everywhere, the centrifugal force at the equator gives the impression of a very slightly lower gravitational pull.
