Honey can usually be substituted for syrup in recipes, however, when baking, the ingredients sometimes need to be very exact for the "chemistry" of the cooking process to work correctly. Honey may have more moisture than syrup does. You might have to just try it to see how it works in the recipe you have.

They won't turn out quite the same (more hard, less sweet, not very chewy etc...) if you miss it out. You could try using honey instead, but it will taste of honey as a result. Plus the dough may not bind together without the syrup. It would probably be better to wait until you have the golden syrup to make the biscuits.

No. There is no corn syrup in pure honey. Unfortunately, some unscrupulous honey packers will add corn syrup to the honey. Also, some rogue beekeepers will feed their bees a fluid that includes high fructose corn syrup.
Regular corn syrup and Golden corn syrup are both sweeteners and it is not recommended to give them to horses as it can cause a 'sugar overload' and possibly trigger a bout of laminitis, or colic. If you need to sweeten a horses feed you could use a tiny teaspoon full of either of the corn syrups, but molasses is more commonly used. Honey is a good alternative, again at about a teaspoon full or less.

In the UK (which includes England, Scotland, Wales and Northern Ireland), ordinary corn syrup is called golden syrup. Dark corn syrup is called treacle. Canadian Maple syrup however is still called maple syrup.
