cannot get fingers or hands in to remove replace headlight bulbs do i need to remove other parts to do this on a 1998 Honda civic?
You need to check the wiring around headlights, fuses and the bulbs.

Doesn't need a lot of moisture inside a headlight to blow bulbs especially halogen type.

This is for the passenger side headlight assembly in a 1998 Grand Am SE. Fairly certain they are identical to the GT. The driver's side is has a plastic cover that must be removed first, so the setup underneath may or may not be different... Remove the three 10mm hex bolts from the top of the headlight assembly holding it to the vehicle. The middle bolt has a bracket connecting it to the vehicle by a fourth hex bolt, which you may need to loosen to move the bracket out of the way. Pull the headlight assembly forward until you can access the bulbs. They can be removed from the assembly by a quarter turn, then unclip the faulty bulb and replace.

To replace the headlight assembly on the 90 Caprice, you may need to remove the grille. You will need a quality Torx(r) screwdriver. Once the headlight assembly is out of the vehicle, the bulbs can be removed. The bulbs turn about 75 degrees counter clockwise. If the vehicle has Halogen bulbs, be careful not to touch the glass tubes with your bare fingers as the oils from your fingers can cause the bulbs to fail.
You need a 10MM socket. Open the hood, there are two bolts and a bracket that secure the headlamp. You remove the bolts and the headlamp comes out to access the bulbs.
On Composite Headlights, You will need to remove the 6 screws and 4 clips holding your grill on . After you removing the grill. You will see 2 rod type bars you will need to unscrew on each headlight. Then the headlight housing will fall out so you can replace your high or low bulbs.
