There have been quite a few humans who tried to work out how organisms change with time. Lamarck tried his ideas but was discredited. Today's Theory of Evolution was discovered with evidence and thought by Charles Darwin and Alfred Russel Wallace. Darwin spent the most energy on gleaning evidence so the theory is these days credited to him. As David Attenborough says, he gave the idea 'irresistable force' when he happened upon a mechanism by which it could occur: Natural Selection.
Lamarck led the way for and had ideas that helped Darwin. However, his observations regarding the mechanisms of evolution were, with the exception of one, totally backwards. To summarize Lamarck, he hypothesized that organisms somehow had a choice in their traits and could change to fit the environment (he called these ideas his theories of need and his theory of use and disuse). The part he was correct on was that should an organism change, they would pass the traits on to their offspring. Darwin said, basically, the opposite. Darwin observed that organisms were born with slight differences (variations) and those variations might give some members of a species an advantage in the struggle to survive in the environment. The reward for survival was that the organism got to reproduce and pass those traits on to their offspring. Of course, the offspring might show some variation and the whole process would continue to repeat. However, the bottom line with Darwin (and contrary to Lamarck) was that an organism had no choice in its traits as an organism is born with or without the advantage. Darwin, without knowing its mechanisms, recognized that genetics played a part in evolution. Darwin died not knowing of Mendel's work on genetics which, of course, substantiates Darwin's theory.
Lamarck knew evolution was happening, his inaccuracies are in how he explained it. The first part of his theory is known as "use it or lose it" today. He said that use makes organs and structures bigger or more useful. Giraffes needed long necks, while blind cave fish lost their eyes. Darwin thought this idea was too simple, and replaced it with natural and sexual selection. The second major point Lamarck made was called acquired inherited traits. This means that traits that an organisms gets after it was born affects its offspring. This would mean that a bodybuilder would naturally get buff children, and that crabs that lost their claws would have clawless spawn. A famous experiment involving the mutilation of mice (which left their offspring unaffected) disproved this. Because of our knowledge of genetics, we say that variation is caused by mutations and not acquired traits.

Lamarck proposed that organisms change over time based on needs through "use and disuse". He believed in inheritance of acquired characteristics. Though this is an inaccurate idea, Lamarck was ahead of his time in that he understood adaptation was key to evolution in some way.

The idea that an organism can pass on characteristics it acquired during it's lifetime onto it's offspring, a use/disuse theory(i.e., burrowing animals such as a mole now have small eyes due to disuse). In 1801, he published a major work in the classification of invertebrates, a term he coined. In 1802, he was one of the first scientists to use the term biology in modern sense.

For example, he believed that the reason why the necks of giraffes were long was because they stretched to reach leaves on high trees. By the same logic, the lack of a human tail could be explained by the fact that humans did not use it. This idea is not correct, however, it advanced evolutionary theory!

It isn't. Lamarck was well off the mark; Darwin had the right idea and was later shown to be right (or at least better than Lamarck) by the discovery of DNA and its function.
