I have the ANSWER for BRAKE LIGHTS NOT WORKING on 1994 Chevrolet Suburban when all other remedies FAIL! My experience went through every part replacement I could think of, Bulbs, new tail light circuit boards, relay, in dash head light switch. Even had a mechanic tell me the problem was going to be in the steering Column wiring harness which connected to all of the other electrical areas of the truck. Made sense and there was a ribbon of about 20 wires heading up the column from under the dash. I'm getting 12 volts at the rear circuit board contacts when I press the brakes but no BRAKE LIGHT! So after the mechanic broke my steering column replacing the wiring harness, I still had no brake lights.

VEHICLE DESCRIPTION: PICKUP TRUCKS, CREW CABS, UTILITY TRUCKS AND SPORT UTILITY VEHICLES. THESE VEHICLES WERE BUILT WITH THE POLARITY OF THE WIRING FOR THE ZERO ADJUST BRAKE SWITCH REVERSED FROM WHAT WAS SPECIFIED ON THE SWITCH DRAWING. WITH THE REVERSED POLARITY, THE CONTACTS IN THE BRAKE SWITCH CAN WEAR OUT PREMATURELY. THE BRAKE SWITCH WILL PERFORM NORMALLY UNTIL THE BRAKE SWITCH CONTACTS WEAR OUT, RESULTING IN LOSS OF THE BRAKE LAMPS WITHOUT ANY WARNING TO THE DRIVER.
Consequences
THIS WOULD FAIL TO WARN A FOLLOWING DRIVER THAT THE VEHICLE IS BRAKING AND COULD LEAD TO A CRASH.
Corrective action
DEALERS WILL REPLACE THE BRAKE SWITCH AND REVERSE THE WIRING.
PS - Columnsgalore.com saved me with a rebuilt column after mine got messed up by the mechanic.
DOT-3 brake fluid.
The brake light switch may be bad or out of adjustment. The switch is located just above the brake pedal.
Bring to a shop that has an ABS scanner to determine the problem

On a 1994 Honda Accord, the brake lamp comes on when a tail light is no longer working. The burned-out bulb needs to be replaced. The brake lamp will not come on after the bulb is replaced.
Common issue...if the brake light swith is not working; the cruise control will not engage and your brake lights will not go on. replacing switch is easy and inexpensive...its located in the upper part of the brake pedal.

If it is the tail lights, it is the headlight switch. If it is the brake lights, it is probably the brake light switch. I really don't know how to replace the bulb in the 3rd light. change the brake light bulb first it may be shorted causeing the other problem
