Anything stuck in the skin could cause an infection. Gently remove the claws, clean the area and apply an antibiotic until it is healed. If you cannot remove the claws yourself, take the dog to the vet.
I'm guessing the claws are not still attached to a cat . . .

A dog because dogs are more loving and won't claw you. It's your choise! (I prefer a kitty, cuz you don't have to take it outside to poop or take it on walks.)
