An obscured s/n may be in violation of federal law and subject to severe penalties. If the M# is truly noted as M#1894 and not M#94 then the firearm was probably made before most firearm laws were introduced, including this one. As such a manufacturing defect may be less of a problem. Reguardless of when it was made the s/n cannot be obscured, even in refinishing. You cannot even remove it and restamp it. I am neither a firearm law expert nor an attorney so my advise is not worth much. If it were me I would talk to a gunsmith, perferably one who specializes in refinishing firearms about the problem.

The gun was made just after WW2. Winchester records are shakey between 1943 and 1948 so I cant say exactly.

Hard to tell, cant quite see it from here. The factors determining value on an antique Model 1894 are: RARITY, ORIGINALITY and CONDITION. There were many special order features available on the Model 1894 and seemingly small changes like a barrel 2" longer than standard or 'Extra-Grade' wood can add hundreds of dollars to the value.
