A crack in your oil pump shouldn't make the fluid milky. Water mixed with oil will look milky so I suspect you have a cracked block or blown head gasket.
It can be from 4 different sources. Your head gasket, crack in the head, crack in the piston cylinder (block), or the water pump seals. You can pressure test the head to eliminate the head gasket, but the only way to be for sure that is not a crack is to tear it down. On my LTZ400 there is a drain plug which will allow you to determine if there is a fluid exchange between the water pump oil gasket and water gasket. If this drain is dry then it can be only one of the other 3 choices.

YES. your power steering pump is a hydraulic pump that pushes fluid through lines to make your wheels move. hydraulic fluid such as ATF or POWER STEERING FLUID is good for your power steering pump. it is a PUMP after all. OIL has the purpose of lubricating, and has very different qualities than hydraulic fluid. DO NOT put OIL in your power steering pump... put POWER STEERING FLUID or if you can't get power steering fluid AUTOMATIC TRANSMISSION FLUID will do...
If you have a newer vehicle with a pump motor at the bottom of the reservoir the head pressure of the washer fluid above the pump will prime the pump. If this is not working then you may have a bad pump or some form of debris is blocking the inlet. Some older vehicles had a pump that was mounted above the reservoir fluid level and a stand pipe that would siphon the fluid and these could crack, fall off, get plugged or blocked the same as the above pump inlet. If you can hear the pump motor working (e.g. a whining sound) and the water level is not going down, check the inlet for debris or check the stand pipe (older vehicles). I have seen, only once, where the outlet from the pump was pinched and not allowing fluid to pass. I suspect that the pump was leaking internally though because they are positive displacement pumps and will usually burn out or blow the discharge tube of the end.
