What if your 2003 silverado brake lights don't come on but the fuse is fine the bulbs are fine and the third brake light comes on?

replace the relay under the hood
Also check brake lights switch
had the same problem switched bulbs and worked fine

It would either be a bad wire in the circuit from the brake light switch on the brake pedal to the bulbs, OR the bulbs have 2 filaments in them and the one that comes on when you apply the brakes are worn out, OR someone put the wrong bulbs in(single filament). I would change the 2 bulbs first.

there is two rods that go through the housing from the top. turn them to unlock and pull up and out then the whole assembly comes out and you can change the bulbs.

It has been my experience that when the blinker comes on but the lights don't blink there is one or more bulbs burned out. If that is not the case check the flasher.

Please re-phrase your question; it appears you are saying the brake lights come on when you push the brake pedal and the lights are working (normal operation). If the lights are staying on after you release the pedal, then the problem is with th brake light switch (sticking). Thanks Malcolm
