What if your 96 tahoe wont start it rained a lot today and everything will work except it wont seem to fire and start up the fuel is making it to the engine and im thinking there is water in something?

Look for moisture inside the distributer cap. If there is you may be able to dry it and get the vehicle started, but it will need to be replaced.
