there is a lever on the steering column under the one that controls the wipers. pull it towards you to activate. using the clutch or accelerating will automatically deactive.

usage varys from design to design but mine works with a pull string attached to the blade. i put the end of the pull string on my finger in a knot and pull out to activate it. then when i am ready to retract it i let go and the spring mechanizm retract it.

If you are asking about the recommended procedure to replace an inner tube, you want to have the inner tube (mostly) deflated, then put it in the tire and mount the tire. Then partially inflate and deflate the inner tube (so it can move and work twists out). (I usually pull the valve out and go through a few inflate/deflate cycles so the tube can situate itself. Then I replace the valve and fill the tire.)
