You don't, you read the tolerance markings. If you measure the resistor and it is outside the marked tolerance it is bad.

blower motor won't work
A bad blower resistor will not make a vibrating noise by itself. Carefully remove the blower resistor (under the dash at the passenger side right foot area.) check to see that it is not hitting the fan. PS a bad blower resistor usually means that the blower will only operate at high speed. Usually a small fusible link on the resistor ceramic opens. Can be replaced with a small link of unmelted solder.
Check to see if you have 12 volts at the blower motor. If yes then the blower motor is bad. If no, then the resistor, relay, or fuse is bad.
