It is when people go into phone lines, city light boxes, empty buildings and strip them of the copper wire . They sell it to recyclers for the money so they can buy meth. It causes whole streets and neighborhoods to go dark costing city governments millions of dollars,businesses have to repair air conditioning and heating systems. This is costing taxpayers millions.
