Turn the water off to the faucet. Remove the handle. The top of the faucet should unscrew to get to the ball valve. Replace the valve and gaskets then reassemble the faucet.

The break and repair events probably released debris into the pipe. These eventually get caught in the faucet valve and it may have to be disassembled to remove them. check the areator

You can put an aerator wherever there is threading for one.--I'm not sure of your description "brass faucet valve". - The end of the spout is generally threaded for an aerator.
