OSASOI.exe is a part of Epson installation package. I you have Epson printer or other equipment from Epson it's where it came from. Whether or not to grant it internet access is another question. Most likely it was trying to check for updates but knowing how such programs are patched for different purposes I would block it. And update software from Epson manually.
