"The forming of a political assosication which respects the individuality and the cultural characteristics of the people and who has attained a full measure of self government. Can express their will in a free and democratic way, have achieved a new constitutional status establishing a mutually agreed association; choosing their own constitution and international status, effectively excercising their right of self-determination. In the framework of their constiution the people have been invested with attributes of political soverighty which clearly identify the status of self government attained by the people as that of an autonomous political entity; expressses its assurance under their present legal statute , and also in the eventuality that either of the parties in the mutually agreed association may desire any change in the terms of this association to either assimilation or separation." "Having received comunication from the United States dated January 19, 1953 informing the United Nations of the establishment of the Commonwealth of Puerto Rico... in consequences with its constitutional changes the government of US ceased to transmit information under Article 73, and was taken off the list of of non-self government territories by the UN. As per the UN General Assembly this is the definition of a free associated state!
