The way I make new friends is being open and social, but if no one talks to you then they might think you are yourself and to be open and talkative to people shows that your willing to be friends, and a friendly, social person

Why not throw yourself a going-away party, where you make the announcement, everyone has a good cry, you make sure you have exchanged addresses, etc.? Then move, make new friends (and keep the old ones) and get on with your life.
This is a tricky question, as you are already set up in your native country and have learnt the ways/laws and education of that country.
