What constitutes the best wine of any category is highly subjective. Superior Chardonnay is produced in France, the United States, Australia, several countries in South America, etc. The most expensive Chardonnay wines often lose to others in blind competitions. Drink what you like.
Depends on what wine. For most wines (or champagnes or sertain liquors, but let's just stick with wine in this story) it's a golden rule: the older the wine, the sweeter the taste. So the longer it "ripens", the better the taste is and the more valuable the wine.
A nice reference would be to the story of this old like 1700 treasure fleet they discovered and dug up near the coast of Norway sometime 2011. Part of the treasure was like a few dozen bottles of champagne, each bottle valued over 100.000 euro's just due to the fact they've been ripening for like 300 years in the worlds best cellar you can have.........The bottom of the sea.
