It is a certain place in jubilife town and then you can set up wifi there and trade Pokemon and get shiny Pokemon search for Pokemon and then you can put up Pokemon to offer and then say wat Pokemon u want and wat level u want so yeah its a really cool place to visit i have gooten tons of shiny Pokemon there like shiny mewtwo shiny groundon and like rayquaza

If you are referring to a GTS in Ruby, Sapphire or Emerald, due to the lack of internet capabilities on Gameboy Advance, there is no GTS. Even when you play the games on Ds which has internet connectivity, there is no GTS in the game code and hence you cannot trade online in the 3rd generation games.
