The little brown bugs you describe are probably Collembola, small wingless insects, some of which are about the same size and colouring as fleas, feeding on algae, fungi and debris on the soil surface. They are extremely numerous and widespread, and more commonly known as springtails. The little trigger on their abdomen which they release to escape danger causes them to jump like fleas, but you will need a microscope to see the bodily differences.
A gnat is a bug that looks like a flea but flies. There are several other possible bugs that could look similar.
Gnats are tiny insects that resemble fleas in terms of appearance. They are able to jump faster than fleas and have small antennae.
A tiny black bug that jumps will most likely be a gnat, flea, or tick. It also depends on the location on where it is found.
They may be springtails. You can vacuum them. Consult a professional if continued vacuuming does not stop the problem.
