A president pro tempore is the leader of the Senate when the Vice-President is not there. (pro tempore is Latin phrase which means "for the time being".) Unlike the VP, he can also vote to create a tie, since he is a Senator. The position is elected by the Senators. Not so oddly, a member of the majority party always wins and it has become customary to choose the one with the longest seniority in Senate.

The current (2014) President Pro Tempore is Patrick Leahy (D-VT).

The President Pro Tempore of the U. S. Senate is the person who temporarily presides over the Senate while the U. S. Vice President is unavailable. By tradition, that is the most senior member of the majority party in the Senate. In 2012, that is Daniel Inouye of Hawaii, who assumed office in January 1963.
