Personal settings differ, but usually between 110-120 degrees.

If you have bubbles coming out of your kitchen faucet, you have a venting problem. It has nothing to do with soap in your faucet.
Its not changing from faucet to spray itself that burns, but the temperature of the water and where your body part is in relation to the water.
If the sprayer hose screws onto the faucet, you can get a cap for that fitting. If it pushes into the faucet, I do not believe there is any plug available for that type. You have to have something on the hose fitting or water will come out when you turn the faucet on.

If the outside air temperature is above about 30 degrees F, then yes; if the temperature is below that, then you should open the faucet to a slow trickle of water. If the water is moving, it probably won't freeze in the pipes and break them.
Burn your tongue and throat is about the only issue. Hot faucet water is no different than cold water you heat on the stove or drink in your coffee.

Tap water comes from the water faucet. It gets to the water faucet from the water treatment plant through the water storage takes and lines.
