If it's what I think you're asking, it's a stretch of track that's greased with heavy oil to allow steam locomotives to slip their wheels to allow the crews to safely observe a mechanical issue that would otherwise have to be seen at speed. They were usually installed at large steam locomotive factories to test the new locomotives. There's some film footage of this out there on the internet, it's exciting stuff to watch a 300 ton steam locomotive suddenly slip and slide.
