Many wheels and pulleys are very tight on the shaft and must be removed using a "puller". There are several types, some use jaws or clamps, others use bolts. The ones that use bolts come in different configurations with one of the configurations being "three bolt".
What that means is that the puller is attached to the pulley or wheel using three bolts, then a center bolt is used to push the puller and wheel/pulley assembly off the shaft. Push the balancer on far enough for the installation bolt to be used with the washer. Then use the installation bolt to pull the balancer into position.Good luck.You should be done at this point.
