I think that you should begin a speech like that with a personal story or a story of someone you know/know about that sheds an empathetic and emotional light on issues of racial discrimination. If people are hooked emotionally and feel for your situation, you will be able to follow into your points without people feeling uncomfortable about how you're going to handle it. Go personal. Then no one can argue with it, ha ha, or at least it gives you a much, much better chance at giving an effective speech.
