simply just the guy that invents or improves a weapon
To build weapons, you would need an engineering degree. A mechanical engineer, systems engineer, nuclear engineer, or aeronautical engineer could play a part in the design and construction of weapons.

No. I'm pretty sure the Soldier class can use all the weapons. Other classes are only able to use the weapons that are displayed under it.

A weapons system engineer is a person who designs weapons systems or builds weapons systems. A weapons system may refer to a trigger assembly of a gun or a gun alltogether. For example the M4 is a weapon system. These engineers have designed barrel replacements, upper and lower register replacements and other modifications to make the gun better. Look at the AR-15. A bunch of weapons engineers made that together. Then on top of that made different modifications to give you the M4, M16, and other rifles. A weapons system engineer may have modified the M4 to give you the M4-A1, and so on.
strengthening buildings and utility systems to resist destructive effects of weapons or natural forces.

No, you can only pick up a new kit that the person dropped. So you can go from assault to engineer etc
