A wheel bearing is a thing that sits between a stationary part of a car (like an axle) and a rotating part of a car(like a wheel), allowing these to move easily WRT each other.

It CAN be dangerous when they go out, as that can cause the wheel to lock up, or even to come off.

Either of which are likely to end with the driver losing control of the vehicle.

Cost to repair depends. Some cars allow only the bearing to be replaced, which tend to be quite inexpensive. Others have the bearing as a permanent part of the hub, and then the whole hub has to be replaced, which costs more.
