What is an explanation of the term availability of resources?

This question is hard to answer as it is very ambiguous and open to wide interpretation. As a good faith effort, I will attempt to answer in general terms.

The availability of resources falls into multiple contingent categories of "availability."

The first of these is the availability of the raw resource, for instance "Iron." Without the ore, nothing else follows (mines, iron tools, etc.).

Second would be the ability and or knowledge to harvest the resource. As set-forth in our example of Iron; you cannot just mine it with your bare hands you would need at least simple tools. Then of course is the next step, the knowledge required to refine it into a workable metal, and of course the tools for refinement.

Also remember the contingent factor. I stated that you cannot mine iron ore with your bare hands, and this is mostly true. You could do so but it would be very limited quantities (at best). To mine any significant amount, you would need more basic tools, and then the resources to create them. I guess you could call this a cascading factor.
