It is simply small shunt-like conector that completes a circuit across two wires in the ignition module circuit to allow the timing to be advanced a couple of degrees. This is to give a little more power, but if it is removed, you may be able to run lower octane fuel without experiencing ping or spark knock.
No such thing exists on a Ford Windstar - that I'm aware of.

There is no octane in gasoline... it is the equivalent of octane.
