What is better to get a second Master or to get a PhD if your career is more professional than academic oriented and if you already have a master degree?

Depends.
Academia at the university level is not the only domain where the PhD is essential. There are some professions, like in the sciences, where the PhD is almost essential to get the top positions in that kind of work.
But there are other professions, like in engineering, where the MS in a specific domain would serve you well. So the second MS in a germane domain would probably be a good idea.
But to a point, there are also some engineering positions where the PhD is a plus promotional and pay-wise. When I got my PhD while working as a software engineer at Lockheed, I got an automatic pay raise for example.
