check the idler pully is not siezed start the truck and have someone give it a little gas or reach under the trottle body and pull on the linkage to the trottle body to give it fuel watch the idler pully should move a bit to tighten or loosen the belt and all ...if ideler pully seized the idel of the truck will sputter ,,,,,
could also be a bad spark plug with i had on my 2004
causing the truck to miss fire on one cylinder ,, which was more noticeable at low idle

it only studders at low rpm it runs great at high rpm or accelerating only at idle and take off rpm
unfortunately, you cant. it is controlled bu the ecm. you must have either a vaccum leak or an egr problem. also could be the idle air control valve. good luck!!

The choke mechanism on your 98 Explorer could be sticking. The EGR valve could also not be functioning right. Either of these issues could cause the rough idle problem.
