As different leaders come and go throughout time, their ideas change. Just look at Japan. In the mid-1800s, it was known worldwide as some mysterious, island off the coast of China whose government never let anyone in or out. It was kind of like the equivalent of present-day Cuba. Now look at Japan today, almost at the end of the first decade of the 21st century. It's the most technologically advanced country on our planet, and boasts about having the largest city metropolis on Earth, Tokyo, with over 35 million people. It's come a long way, just as China did and will continue to.
