"7. And I will establish my covenant between me and thee and thy seed after thee in their generations for an everlasting covenant, to be a God unto thee, and to thy seed after thee.
9. And God said unto Abraham, Thou shalt keep my covenant therefore, thou, and thy seed after thee in their generations.
10. This is my covenant, which ye shall keep, between me and you and thy seed after thee; Every man child among you shall be circumcised.
11. And ye shall circumcise the flesh of your foreskin;and it shall be a token of the covenant betwixt me and you.

23. And Abraham took Ishmael his son, and all that were born in his house, and all that were bought with his money, every male among the men of Abraham's house; and circumcised the flesh of their foreskin in the selfsame day, as God had said unto him.
24. And Abraham was ninety years old and nine, when he was circumcised in the flesh of his foreskin.
25. And Ishmael his son was thirteen years old, when he was circumcised in the flesh of his foreskin.
26. In the selfsame day was Abraham circumcised, and Ishmael his son.
27. And all the men of his house, born in the house, and bought with money of the stranger, were circumcised with him."
It depends on who is being asked. Jews do not believe that it is incumbent on the descendants of Ishmael to continue to circumcise themselves because they are outside of the Israelite covenant. Muslims believe that circumcision is still mandatory for the descendants of Ishmael.
Jews see Ishmael as a recipient of the covenant with Abraham, that he would be the father of a nation and agree with the Muslims that that nation was the Arabs. However, Ishmael did not receive the more important covenant, the ability to continue the tradition of the Hebrew religion and the Right to the Land of Israel, which belonged to Isaac. Ishmael as an individual was viewed as a friend to Isaac, but the prophecy in Genesis 16:12 holds that the descendants of Ishmael would have conflict with the rest of the world. Genesis 16:12 12 He will be a wild donkey of a man; his hand will be against everyone and everyone's hand against him, and he will live in hostility toward all his brothers."
The firstborn son of Abram and Sarai's handmaiden, Hagar:Genesis 17:19-21New International Version (NIV)19 Then God said, "Yes, but your wife Sarah will bear you a son, and you will call him Isaac.[a] I will establish my covenant with him as an everlasting covenant for his descendants after him. 20 And as for Ishmael, I have heard you: I will surely bless him; I will make him fruitful and will greatly increase his numbers. He will be the father of twelve rulers, and I will make him into a great nation.21 But my covenant I will establish with Isaac, whom Sarah will bear to you by this time next year."
The Palestinians are descendants of Ishmael, (the son of Hagar & Abram). Being that God had promised Abraham that he would be the father of many nations, God had to keep his covenant by blessing Abraham's seed (Ishmael) though he was not the son promised to Sarah & Abraham. So God promised he would bless Ishmael making him a great nation. (Gen 17: 25 & Gen 25: 12-18). His descendants are considered to be the Arabic People.
