By your Locality Pay Area so NY makes makes more with their Locality pay than kansas does for the same job due to the cost of living in that area. gs 8 NY = 22.73 where in kansas for the same job is 20.23. A locality is location geographically. The Federal Salary Council reports to the president on this very subject with recomendations for increases by which locality you work in.

Sure locality pay would be taxable income and would be added to all of your other gross worldwide income and reported on your 1040 federal income tax return and the TAXABLE amount would be subject to income taxes at your marginal tax rates when the income tax return is completed correctly.
