Ford did a half year change on the fuel pumps on that Explorer meaning anything that was made up to 3-1-04 was one kind of pump (30-40 psi) and from 3-2-04 and after was a different style pump (60-65 psi). So, check the production date on the door jamb.
When testing the fuel pressure, the key/on engine off reading should be 56-65psi, with the engine running it will vary, with idle being around 35-42psi.
