It's a pretty broad collections of polymers that contain a photo-initiator. They are applied to a prepared nail surface and "set" in a lamp, a box with UV light bulbs. Nail gels are used like acrylic nail coatings (with or without extending "tips") to coat the nail and are filled (the growth filled in after two weeks or so) if they are maintained. Gels come in many colors, from clear to polish colors, and are applied clear or clear/pink and white for a natural look or colored for a colored polish look and/or nail art. Some of the earlier nail gels had problems with Allergies but that has been improved for some time.
Nail gels are more flexible than "acrylic" nail coatings (from the same family).
They should be applied with care for the nail and skin around the nail and proper sanitation of tools. Gels are sometime advertised as doing no harm to the natural nail and this isn't true since the surface has to be scuffed, as with any "artificial;" product, so the natural nail has lost it's water proof coating and may peel if the product is removed. If the gel is going to be work for some time this is small issue for the person happy with their nails for many years but should be known if the nails are for a short time or one event.

Gel overlays are nail gel which are layered over the natural nails or can be used like acrylic (with tips - gel extensions) which helps the natural nail to grow stronger and look nicer. Gel comes in various colors and you they last upto 2-4 weeks depending on where you have them done. Gel is not as long-lasting as acrylic is, however gel is a better looking.
No uv gel is a nail enhancement like acrylics. It can be used to build or sculpt the nail making a longer free edge or tip. If you are sticking on false nail you need to use a nail glue only. This can be bought at most salons or most times it comes with the nails
because it'll wont get out.
Soak them in acetone nail-polish remover! It works for many but fails for some! NEW ANSWER: Actually most gels will not soak off in acetone as they are Non-Porous. They need to be buffed off. I recommend seeking a professional. Whatever you do, do not let anybody pry or force them off your nails. This can cause severe damage to the natural nail plate. Should be able too. Most nail polish removers contain acetone and that would remove all sorts or nail polish,
Use sunflower oil or nail varnish remover. Personally I would recommend nail varnish remover. WARNING! Always take old nail varnish off before putting new on.
