Judaism is a religion and for observant Jews it is a way of life. You can say just about the same thing about most religions, at least from the perspective of those who take them seriously. In the case of Judaism, it is a religion because it says things about God, God's relationship to mankind, human obligations to God and other humans, the nature of sin and redemption, and many other typically religious things. It is a way of life because it asks observant Jews to do many things, from praying 3 times daily to saying little blessings before each and every meal or snack, to longer blessings after eating, and it imposes dietary restrictions, plus a number of other rules that lead to what you might call mindful living and considerate interpersonal relationships.
Judaism belives that the written and oral Torah gives the moral ethics of how to live. Judaism is more than a religion. its a way of life. Its always there with you.
