Langue is the formal rules, structures and such of language (linguistic ability). Language is a system of symbols that make up words. The difference between langue and language is that langue is a "system" and is not necessarily in use while language is used for the purpose of communication.

Saussure distinguishes the system of language (Langue) from particular instances of speech and writing ( Parol). The task of linguistics is to reconstruct the underlying system (grammar) of a language that makes it possible the speech events (Parol).[Culler 1997]
