It is a water kit used to keep system from overheat. Normally a heat sync is installed in every CPU,, also thermal paste is applied on processors to keep them cool and some FANS are also there in every computer to help system cool.
Water cooled computer systems have special protections to make sure that the water and the electronics don't mix. If they do, the computer will short out. So, trying to do it yourself is unlikely to work without those same protections.
There are numerous cooling systems you can get, such as water cooled or just fan cooled.

This system is simple and uses fins to to cool the engine. Fluid cooled systems are generally used in big engines like that in care and trucks, where there is impossible to dessipate large amount of heat through mere fins. Fluid used is generaly water mixed with some anti freeze agent(a type of chemical which prevents water to make oxides)
