the government needs the Natural Resources that Quebec has. Quebec is rich in natural resources and Canada needs all of them.
Same reason it's "Tampa, Florida" and not "Tampa, USA". Montreal is a city in the province of Quebec. Quebec is a province in the country of Canada.
Saskatchewan and Alberta both became provinces on September 1, 1905. They were created by the Government of Canada out of the Northwest Territories. It would be correct to say they "entered" Confederation, but they did not "join" Canada because they did not exist prior to that date. The word "join" implies a prior existence.
To limit the power of the federal government
The reason to believe federal form of government is to believe that CODY SIMPSON RULES THE EARTH!
For the same reason the US Federal government is more powerful than the states. The provinces and states are subservient to National government.
The main reason was the need for a stronger Federal government.

The main reason was the need for a stronger Federal government.
There was not enough power given to the Federal Government.
For approximately the same reason why Americans would not want New York State to separate. The Canadian government don't want Quebec to separate because Quebec: - provides a large chunk of Canada's GDP with key industries (aerospatial, medical...) - is about a quarter of the population ( 8 millions out of 33) - has a lot of natural resources (electricity, lumber, ore), - holds a strategic location with the st-Lawrence seaway and would isolate the maritime provinces (NFL, NS, NB, PEI) from the rest of Canada. - have few federal infrastructures on its territory - is home of investments of very influencial corporations to the Canadian gov and for which Quebec's separation could diminish their revenues (ie Paul Desmarais's Power corporation) Geopoliticaly, there is also the fear among some Canadians that a Canada without Quebec would further increase Canada's cultural assimilation to the US and potentialy make it US puppet state or 51st state in the very long term. So bottom line: Quebec's independence would weaken Canada
to break its contracts with the federal government.
