A die on the end of a nozzle (connected to a hot reservoir of plastic) permits a continuous tube of cooling plastic to come out (be forced out), and it is cut into lengths and wrapped after enough heat is radiated off. Piece of cake.

Gently squeeze the icing through the hole you just cut onto the cupcakes.
