In almost all cases, the term "pre-planning" is redundant. Planning, by definition, is done in advance of an activity. The prefix "pre-" means "before". So, you don't "pre-plan" to do something, unless you are planning to make a plan.
The same goes for "advance planning", "advance warning" and "advance notice". All are examples of bad writing style.

This is merely my opinion as I make no claims to having inside knowledge of how madmen think. It would seem to me that them being in the so called financial center of the western world, to damage or destroy them would cause chaos in this country. Surprise didn't work. Also their size made them easy to locate for inexperienced pilots. The attacks were intended to terrify the citizenry and cripple our government and our financial base. Again, the attackers underestimated our preplanning and our resiliency. They wanted to cripple the financial economy of the Americans. There is word going through the grapevine that the President was warned on such an attack, but it's heresay thus far and an investigation is in the works. However, America was NOT prepared for this attack and it could have been far worse if the people on that last plane hadn't over-taken the terrorists. For instance, I could build a 2600 two story box with a simple roof line in about 3-4 months with a crew of 4 men and 2 finishers. Boxes aren't really that difficult. Now if the house has unique features such as, many changes in direction (extensions and regressions of the exterior walls), and a complicated roof line...we're looking at closer to 5 months. Time in a job is determined by the following: Size and experience of contractor (and this counts for MUCH!!) Simplicity or complexity of house plans Quality of Finish work (painted trim or natural wood? Built in Book shelves? Complicated banister? Ect.) Difficulty of Material Procurement (Syberia quartz counter-tops are harder to find than granite tile or butcher block) And Level of preplanning (getting the local ordinances, codes, legal contracts, paperwork, financial considerations, ect. figured out) You should always ask for a construction schedule before work commences and always expect the builder to ask for a pre-amount of grace period.
