A thermostatic clutch is usually used on a car's engine cooling fan. It uses a bi-metallic spring, which tightens and forces the fan to turn when the air temperature inside the engine compartment reaches a certain level. Basically is used to prevent the fan from wasting your engine's power when there is no need for cooling, by allowing the fan to freewheel when the engine is cold. It then serves as a device to automatically engage the fan and keep the engine cool when necessary.
If by cooling system you mean the cooling fan, it takes a while for the coolant temperature to rise enough to trigger the temperature sensor that activates the fan. This is to help warm up the engine and to avoid unnecessary operation of the cooling fan when it is not needed.
If the engine cooling system fan, check the fuse/relay to see if the it has blown out. If not the fuse/relay, the cooling system temperature sensor switch may have failed. For he A/C system auxiliary cooling fan, the same trouble-shooting method. If you are referring to the cabin interior circulating air fan - check the fuse and/or the switch that controls the fan speed.

If you have replaced the relays in your 1997 Toyota RAV 4, the engine cooling fan may not come on when it is supposed to because of a failure in the wiring, the thermostat that sends to the fan, or the fuse for the cooling system.
Your electric engine cooling fan is controlled by one or more sensors in the cooling system, which turn the fan on and off depending on engine temperature. If a sensor is going bad the fan may run at any time.
