It is called a PCM. and it is located in the bottom of the air filter box.
the ecm for a 1998 grand prix is in the air intake box. it is pretty simple to get out, take a look if you need more help e-mail me chexmix_83@msn.com
Under hood, passenger side, and under coolant reservoir
Idle is controlled by the ECM (computer). Not adjustable. check sensors

Ecm is located behind instrument panel. Havent got it out yet looks to be fun
Under the hood on the passenger side. It sits on top of the wheel well directly under the side mounted coolant reservoir which has to be lifted out of the way to reach it.
there is a rev limit setting in the ecm so you dont over rev the motor
If they are the same year/engine/transmission it should be the same ECM.

The governor isn't a physical object... it's a line of programming in the engine ECM. You'd need to have a diagnostic computer with the appropriate software pluggd into it and adjust it from there.
left side near the steering column
It is in the ECM and not removable. You'll need to buy a performance chip.
