It's a some sort of power regulator or BACK UP FUSE. Like a back up generator, if it keeps blowing you aftermarket radio is not wired correctly. It regulates power through ecu, to clock and radio. You can maybe pull to reset ecu, but if left out like mine is clock looses time, check your dummy light stays light If I install 7.5 back up light goes off but radio stays on with key off and out door shut and all because the last owner had to have a CD player and wired it incorrectly, the radio should be 15amp fuse This one has got a 30amp in it for this very reason, not enough ground on CD player and not wired through ignition switch
Im assuming you are talking about slot 9 in the fuse box under the hood. That fuse actually provides power to everything! If it blows you wont get any type of power distributed anywhere no lights, display, interior lights, nothing basicly it will act as if you have no battery at all even if your battery is in excelent condition. I know because I just had it pop so I have to get a new one. LoL
Disconnect the battery for 60 seconds, if that does not work remove the ECU fuse and the backup fuse for a minute.
