The one I have has a 20 inch barrel.
Model 12 serial number 906770 was manufactured in April of 1941, and yes, they were made with a 20-inch barrel (the Riot Gun and Trench Gun).

Barrel length is measured from the bolt face to the end of the barrel.
on the muzzle end of the barrel there will be 3 grooves for the handgaurd/extension, if the barrel is smooth on the outside with no grooves it is a riot gun.
What is the condition of the gun and the barrel length?
The savage models,221,222,223,227,228,and 229 were similar to the model 219,except these models were supplied with a shotgun barrel.(each model listed above represents a different gauge and barrel length).I would try numrich gun parts corp.or E-gun parts.com.
A savage model 69RXL Series E is a Law Enforcement Riot Gun with an 18" barrel and an open choke for use with #00 Buck Shot.
You need a professional appraisal
leave off the 19 on the serial number as this is my 1957 manufactured model 12 riot
Watch for gun shows in your area. Get a smoothbore slug barrel. It's the same, exact thing. Better!!! It has sights. Either open or imp. cyl. choke. That's all a "riot" barrel is.
The trench gun was a Winchester model 1897 pump action shotgun. A riot gun is or is modeled on a military M79 40mm grenade launcher. They are designed to fire nonlethal rounds, typically beanbags or riot control gas canisters (CS or teargas).
Can't be answered without a detailed description of all markings, barrel length, caliber, box, papers, etc..
